And now we have Shahbaz Sharif-made Wukla (lawyers) colony. If this ëcolonization feverí continues with the same pace, we might soon have colonies for every species dwelling our homeland. But ëmy furious lordís agenda remains unfinished, and goes beyond colonies. The latest news is that he is ready to take far more concrete steps to establish the rule of law, if not that of the lawyers (alone). And that is announcement by Mian Shahbaz Sharif to set up a law college in DG Khan. The selection of DG Khan for ëspread of tentacles of lawí is very good but, at the same time, it is very bad but for those stubborn ones whose only motto is defiance of law, starting from petty violations, on one pretext or the other. Unfortunately, small pretexts lead to big ones and thus to bigger violations. Let me elaborate it with one example which stands corroborated by many observations of the same nature about some other areas of the country including some parts of Karachi. It is about a friend from the tribal belt of DG Khan. Last summer, when he returned from his native town, he was bustling with euphoria as if he had discovered a gold mine. When asked what made him so happy, he came up with a silly answer and that was: ìWe enjoyed very much because three air-conditioners were at our disposal for 24 hours a dayî. What is so exciting about it, he was asked. ìThat we do not pay the bills. No one dares to install meters at our premisesî. I think itís about time the law college started giving education in law. But who would break the ice (of stubbornness)? We might again need the services of the Punjab CM whose crusade against corruption is the talk of the town although his opponents in the Elahi clan continue to paint the incumbent CM as a cosmetic warrior against corruption. But such criticism is just but natural given the jealousies of the ëchief ministerialí nature. I, however, would like to give some thought to the reservations expressed by CM Shahbaz Sharif while taking action against officials involved in corruption. The CM was surprised to note that the status quo order (or stay order, in technical jargon) still stood valid in the pinpointed case although an amount of more than 10 million had been traced as illegal gratification in the same transaction. This is perhaps the greyest area of governance. And is not merely a matter of governance since there are more dimensions attached to it than mere administration or functioning of the executive. It rather requires new legislation and simultaneously a new legal order (purely legal, not the one we have been ruined with in the past like the legal framework order). This new legal order is nothing but a new commitment on the part of our fearless legal eagles to gift their own newly won freedom to the masses. Of course, this freedom would remain a farce if it does not have trickle down effect right up to the grass roots level. And this gifting of freedom should also be exempted from elements of personal likes and dislikes for a particular political party or politician since the ultimate goal of all freedoms ought to be the people of Pakistan. As for new legislation, split mandate comes in the way. How can any political party in the present-day dispensation achieve any success? So what is needed is yet another CoD but free from the element of malice and point-scoring. Now all the political parties will have to join hands for legislation required to safeguard the citizens from attacks of protected corruption and terrorism. Are you upset with this word ëprotectedí? It is simply the protection practically enjoyed by the corrupt and the killers of humanity, courtesy myriad loopholes in our laws and the system of investigation and prosecution. Even Punjab Law Minister Rana Sanaullah has admitted that certain flaws exist. It was shocking to hear from him saying publicly the other day that some presiding officers of judicial forums had received direct threats from hardened and emboldened terrorists. The time is now ripe for all the politicians more so for the PML (N) leaders to understand the exigencies and delicacies of the present times and take up issues with a seriousness of purpose instead of remaining aloof to push the government to the wall and then start blame games.Laws must, therefore, be reframed with consensus so as to permanently plug the loopholes that allow wide latitude to the corrupt and the pervert to carry on their nefarious activities with a sense of pride. If we truly believe in the rule of law, then we must go for this endeavour otherwise we will continue to suffer the cases of missing persons, of corruption and above all, of acts of terrorism. .
