Before it's too late

From the Blog PkColumnist.com: Before it's too late - Chairperson: Ladies and Gentlemen, I welcome you to this meeting. As you know, our government is well into its third year in office. During this period however our performance has not been up to the mark. Law and order situation has gone from bad to worse. The economy is on a downhill. Prices have shot up. We have not been able to fulfil most of the promises we made to the people at the time of elections. The result is that the people are becoming disenchanted with the government and the popularity graph of our party is hitting the bottom. We have rendered tremendous sacrifices for the cause of democracy and we do not want this opportunity to go waste. Therefore, you will agree with me, that we need to do something before it is too late and that is why we are meeting today. Member 1: The chair in his infinite wisdom has hit the nail on the head. My thirty-year experience in politics has taught me that nothing is more dangerous for the people in power than the popular perception that they are doing nothing. Therefore, we need to erase this perception. Member 2: I see eye to eye with my serious colleague. Though my own political experience does not match that of other honourable members, being scion of an influential political family I can say with full confidence that a party which loses the trust of the people is doomed. Chairperson: I think we have enough of generalities. We need to come up with concrete workable ideas. Member 3: Mr Chairperson, I have a simple solution to the problem. Our party's vote-bank is drawn mainly from low-income people most of whom are government employees or related to them. My suggestion, therefore, is that the government announce a big raise in the salaries of its employees. Member 4: The idea is good but I am afraid not practicable. The government is already facing huge fiscal deficit and any increase in salaries would add to that. You know, during the last round of negotiations with the donors, I gave them the solemn assurance on behalf of the government that fiscal deficit would be contained. Member 5: But can't we just print currency to pay for the increase in salaries? I hope the central bank would not mind printing money. Member 4: Probably my respectable colleague does not fully appreciate the implications of his proposal. Printing of currency is the most inflationary source of deficit financing. Inflation is already running double digit. Besides, we have pledged to the donors to slash central-bank borrowing. Chairperson: The view of our financial wizard is well-taken. You know, some time back we reinstated thousands of government employees sacked by the previous government and paid their outstanding dues, allowances and what not running into billions of rupees mainly by having currency printed. So no more bank borrowing. Can we have another proposal? Member 1: I would reiterate my view regarding the need to erase the perception that the government is doing nothing. The people may accept a bad government but they can hardly accept a government that is impotent. The government, it needs hardly be mentioned, must demonstrate that it is not impotent and that it can control whoever and whatever it wants. To begin with, we should create acute shortage of basic commodities. This is not difficult as powerful cartels are already doing this. All that the government has to do is to wink at their activities. Once prices increase people will raise a hue and cry. At that time, the machinery of the state will come into action. The commodities stored would be recovered and distributed among the people at some places free of charge and at other places at reduced prices. Susta bazaars will be organised where these commodities would be disposed of. On each occasion, a member of our ruling party will inaugurate such bazaars and come down heavily on state officials for dereliction of duty. We may also sack or suspend some officials to make an example of them. Chairperson: A wonderful proposal! Really, political wisdom is the child of experience. We have already embarked on an income-support programme dedicated to our great slain leader. So this susta bazaar initiative will support that programme. Your views. Member 6: My only reservation is that such an initiative would create a new class of beggars. If we want to help the people and alleviate poverty, why do we not create job opportunities? Member 4: And where would the money come from for creating jobs? Mind you, we have to stabilise the economy on a priority basis. Member 3: And why should we alleviate poverty? Our party is the party of the poor and if we reduce poverty we reduce our vote bank. Do you want us to go politically bankrupt? Chairperson: I think we have had enough of discussion, though I must say the same has been very fruitful. Let the cartels rule the roost and the rest will follow as outlined by our senior colleague.
